The Primal Instinct slot is the second additional mini-upgrade from level 12 to level 13. To be able to unlock it, you will have to do at least all mandatory mini upgrades until you achieve this one.
Once the slot is unlocked, you can get the Primal instinct from a Crate, and it will automatically be available for use on that specific character.
